Rigging the bid?
Hearing Rocco's accusation, all eyes in the room instantly shot toward Coralie.
They all wanted Plot 5, and seeing it fall into someone else's hands obviously left a bitter taste in their mouths.
Nobody minded watching the drama unfold, happy to stir the pot and make things as messy as possible.
"A thief crying thief. That's a first for me."
The manager's face flushed with anger. He balled his fists and asked Coralie, "Boss, should we expose Rocco and Minister Crosby's dirty little deal?"
"No."
Coralie stopped him, her expression serious. "He's the Governor's subordinate. The Governor has the final say on how he's handled."
If she exposed the truth now, wouldn't that be a slap in the Governor's face?
"Understood!" The manager nodded in agreement.
Seeing Coralie stay silent, Rocco grew even more arrogant and raised his voice. "This is truly bizarre. Minister Crosby is in charge of Plot 5. If he didn't sign it, who else has the authority to decide who gets this land?"
"Ms. Quill, care to share your secret on how you secured this bid?"
"Yeah, what's going on here?"
The other attendees began murmuring among themselves.
Some accused Coralie of using backdoor connections to break the rules.
While others suggested the entire bidding process should be voided.
The bottom line was that they couldn't let her walk away with Plot 5.
The venue erupted into chaos.
Unable to tolerate the uproar, the executive raised his microphone again. "You all want to see the official directive, right?"
Everyone immediately looked up toward the stage.
The executive held the document up to the camera, and the contents were projected onto the massive screen behind him.
The signature at the bottom was indeed not Minister Crosby's.
But—
When the crowd finally got a clear look at the signature, their eyes widened in disbelief.
Were they seeing things?
Staring back at them in bold, sweeping strokes was the name: *Lucian Rhodes*.
As citizens of Caelus, everyone knew exactly who that was.
The Governor of Caelus—Lucian Rhodes.
